AAPSU condemns rape of minor

ITANAGAR, Jul 23: All Arunachal Pradesh Students' Union (AAPSU) has strongly condemned the rape of a minor girl in Dumporijo as it called for the culprits to be punished.

AAPSU urged the police to expedite the investigation and give justice to the victim and her family. The students urged the people of Dumporijo to cooperate with the police and maintain a peaceful atmosphere.

 

BJP dismisses APCC statement

ITANAGAR, Jul 23: Bharatiya Janata Party (BJP) has dismissed the Arunachal Pradesh Congress Committee (APCC)’s claim that Union Minister of State for Home Affairs Kiren Rijiju is instigating the Jan Andolan Committee of the party.

There is no truth in the allegation, BJP said while terming the APCC allegation as  desperate attempt to divert people’s attention towards the rampant financial mismanagement, corruption, nepotism and favouritism by the Congress led Nabam Tuki govt.

It further said that APCC has launched the attack on BJP to hide its prolonged misrule in the State.

Bharatiya Janata Party, Arunachal Pradesh believes in democratic principles and is always ready to address the grievances of the people, it said while requesting the APCC to refrain from issuing press statement that is uncalled for and irrelevant.

 

Taku inspects landslide damaged sites

SEPPA, Jul 23: Tax & Excise Parliamentary Secretary Tapuk Taku inspected the various landslide damaged sites at Pacha Hydel Power Channel besides, INV road at New Seppa and Seppa-Tezpur road at Wessang today.

Accompanied by EEs of PWD and WRD, DCC (I) president, members of local NGO EKSWCO and PRI members, Taku also interacted with the landslide affected families including, the family of the 3 persons who lost their lives in the July 15 landslide.

He asked the concerned department to take immediate steps for early restoration of Pacha Hydel power channel and INV road.

Stating that his visit was delayed due to the budget session, Taku further asked the affected persons to submit reports regarding loss of private properties with photograph to the administration for availing compensation.(DIPRO)

 

Handover vacant posts to APPSCCE: Union

ITANAGAR, Jul 23: Claiming that 106 posts are vacant in PWD, PHED, IFCD, RWD, power and AG (A&E) departments, the All Arunachal Pradesh Unemployed Union (AAPUU) has demanded for the vacant posts to be handed over to APPSCCE for recruitment process. The union gave a representation to the chief minister in this regard.

While also claiming that 15 officers were deputed in the said departments, it has requested that the deputation be revoked and fresh recruitment be done in its place.

 

Constitute board to verify the age of rape accused: TWS

ITANAGAR, Jul 23: Strongly condemning the July 8 gang rape of a handicapped minor girl at Dumporijo, the Topo Welfare Society (TWS) has today appealed the Upper Subansiri district court to constitute a board of doctors soon to verify the actual age of all the accused, who have been presently granted bail by the district court for being juvenile.  

Expressing serious doubts over the real age of all the accused as declared in the court, the Society claimed that it has enquired and found that none of the accused are juvenile. While lauding the prompt action of the Upper Subansiri SP and DC in arresting all the accused, the society further said that most of the crimes in the past like murder, rape etc. were committed by juveniles under the age group of 14 to 17 years but were also granted bail as courts have no provision to detain them in police custody for more than 24 hours.

 

Meet on IDCF held

ZIRO, Jul 23: A meeting of the Lower Subansiri department of Health and Family Welfare was held under the chairmanship of DFWO Dr. D. Likar at Mini Conference Hall here today regarding the ensuing Intensified Diarrhea Control Fortnight (IDCF).

Addressing the participants, DFWO Dr. D Likar briefly described the IDCF programme and informed that the two–week long programme will begin from July 27th with focus on diarrhea control activities and infant and young child feeding practice.

DMO Dr.Moli Riba sought cooperation and support from all officials to make the fortnight successful and to overcome waterborne disease in the district.

SDO (S) Nending Chatung also urged Ziro PHE EE for providing safe drinking water at every school and requested the steering committee to ensure that the people in the villages avail benefits under the programme. He further sought the support of AIR and the local cable network in making the programme successful. The meeting was also attended by ICDS deputy director JJ Singh, AIR DD Hage Tachang and other officials. (DIPRO)

 

Employees’ demand rise in salary

ITANAGAR, Jul 23: All  Arunachal Pradesh  Computer  Cum-  Account  Assistant  Association (AAPCCAAA ) under  RGPSA  Scheme  Panchayat Department  has  urged  the   Director of  Panchayati Raj,  Government of  Arunachal  Pradesh to  immediately approve the increment of salary from Rs 8,000/- Rs.20,000/- for CCA staffs  and Rs.15,000/- to 30,000/- per month for TA  (JE) minimum as per the educational  qualification.  

A total of 591 CAA and 177 TA (JE) staffs are working sincerely in different remote posting places in various districts of Arunachal Pradesh with meager salaries, it said as demanding increase in salary.

 

APCSD condemns JAC agitation

ITANAGAR, Jul 23: Arunachal Pradesh Congress Seva Dal has condemned the JAC agitation of July 21 against Tuki Govt and has termed it unlawful activities of some vested interest person in the name of JAC or BJP.

When BJP MLAs were taking part in the Budget discussion, some selfish individuals were engaged in agitation against the Govt, it alleged.  

APCSD demanded the Minister of State for Home Affairs Kiren Rijiju to compensate for all those injuries and loses. It said that JAC members and as well Kiren Rijiju were once Congress workers who are trying to mislead the people of the state, it said. Meanwhile, it appealed to people of the state to keep away from undemocratic movement.

 

Training on Civil Registration System

ITANAGAR, Jul 23: A two days training programme of Data Processing Assistant (DPA) on online/offline software for Civil Registration System (CRS) for registration of Births & Deaths  in Arunachal Pradesh has started today at Itanagar.

B. Megu, Additional Chief Registrar of Births & Deaths, Arunachal Pradesh informed that the training programme is a part of registration of Births and Deaths under Millennium Development Goal (MDG) of the Registrar General of India by 2020 in the country.

On pilot basis, seven district head quarters of Arunachal Pradesh have been created for online registration of Births and Deaths likely to be functional by August 2015 in the state. The remaining districts have been placed under offline registration as per the software created by the Registrar General of India (RGI), Government of India. The RGI, CRS online / offline software application shall be adopted in the state for registration of Births and Deaths. The State Coordinator on CRS Scheme is imparting the training on RGI Software Application.

 

Towards Mithun preservation

PASIGHAT, Jul 23: East Siang ZPC Kaling Dai who is also ZPM of Bogong (I) today distributed 100 rolls of barbed wires to the Bogong Banggo Mithun Rearing Society (BBMRS), Pasighat at the Boying Village Gram Panchayat office in presence of Anchal Chairperson Tamat Tasung and Apo Pangkam and N Rukbo, President and General Secretary of BBMRS respectively.

The material was procured under Grants-in-Aids to East Siang Zilla Parishad (Bogong-I).

Dai while lauding the efforts of BBMRS said that there are thousand hectares of land at high altitudes for rearing Mithuns that needs to be fenced well. MP and local MLA have assured to take up the issue with appropriate authorities at the government level, he informed. He advised the society to prepare a concrete plan for carrying out breeding and artificial insemination to increase the Mithun population and followed by time bound medical treatment which is possible only in a well fenced confined area. Org seek logical land solution

ITANAGAR, Jul 23: A team of Capital Complex Land Affected Peoples’ Forum (CCLAPF) led by its Chairman Takam Dari Sojik today met Chief Minister Nabam Tuki for a logical and acceptable solution to the protracted land occupation and allotment imbroglio of the capital complex.

The Forum reminded the CM that thousands of indigenous Arunachalee lives are at stake and hence the issue needs to be looked into in a very holistic manner.

Forum requested the CM for an early solution to the contentious issue in the interest of the entire indigenous citizens of the Capital Complex.

 

Put transfer and posting of teachers on hold: AAPETA

ITANAGAR, Jul 23: All Arunachal Pradesh Elementary Teachers Association (AAPETA) today demanded the Chief Minister to put blanket on transfer and posting of teachers. AAPETA claimed that Rs 1,66,18,47,037 of DA and arrears of Assistant Teachers has been remained pending from the year 1998 t0 2012. Claiming that state government has already violated the High Court direction to release the pending DA and arrears, the association said that transfer and posting system should be put on hold till the fulfillment of pending demands.

 

FIR denied

ITANAGAR, Jul 23: One Taki Tamut of Sipeng village under Rumgong Sub Division of Siang district has claimed that his FIR against miscreants damaging his plantations was not registered by the officials of Rumgong police station. Informing this to the SP, he has sought his intervention into registering criminal case against the violators.

Taki in his FIR dated July 2, 2015 had alleged some miscreants of encroaching into his land and damaging his properties worth Rs 32, 02000/- on two occasions, on March 4, 2014 and on June 26, 2015.

Depriving school children of required sanitary facilities under PHED’s Sanitation Campaign

ITANAGAR, Jul 23: Controller and Auditor General have come up with damaging reports on construction of school toilets in several districts of the state overseen by the PHED.

In Changlang District, construction of 384 school toilets at Rs 76.80 lakh @ Rs.20,000/- per unit was sanctioned during 2004-2005 and physically achieved prior to 2009-10. The District Water Sanitation Campaign (DWSC), Changlang, also prepared a drawing and design of four-room school toilets two rooms for girls and two rooms for boys. But it was noticed that the DWSC, Changlang, constructed only two room school toilets (one for girls and one for boys). As such, 384 school toilets were constructed without following the model drawing and design. Thus, Rs 76.80 lakh incurred on the construction of 384 school toilets were inflated by 50 per cent.

In West Siang District, in some cases, only one room school toilets were constructed, depriving school children of required sanitary facilities. On this being pointed out, the DWSC, West Siang District, stated that in remote places where there was no motorable road, the rate for school toilets, as provided in the Guidelines, was not sufficient.

In West Siang District, construction of the approved 378 units of school toilets was completed during 2008-09. However, scrutiny of records revealed that between 2009-10 and 2013-14, another 38 units were constructed at a cost of Rs 12.97 lakh which was beyond the approved number of units. Thus, expenditure of Rs 12.97 lakh on construction of 38 units was unauthorised.

On this being pointed out, the Member Secretary stated that the 38 school toilets were constructed as funds were available. Further, it was noticed from photos submitted by contractors along with their bills, that in some schools one room toilets instead of the approved four room toilets were constructed.

In Lohit District, physical and financial targets of approved (Project Implementation Plan) PIPs pertaining to construction of 240 school toilets were achieved during 2009-10. However, it was noticed that during October 2009, the DWSC, Namsai, constructed two school toilets at a cost of Rs 70,000/- @ Rs.35,000/- per unit.

In Tirap District, as per the approved PIP of 2008-09, the target for construction of school toilets was 304 at Rs 60.80 lakh (@Rs.20,000/- per unit), which was completed (as per Monthly Progress Report) by the end of March 2009, showing financial progress of Rs 41.72 lakh. Further, scrutiny of the records showed that out of the remaining amount of Rs 19 lakh, 95 school toilets in 48 schools were constructed during 2009-10. Thus, 304 school toilets were constructed by utilising about 69 per cent of total admissible amount, which raises the question about the quality of construction of schools toilets constructed or whether the number of toilets claimed to have constructed were actually constructed in the first place. The physical achievement of 304 school toilets stated to have been completed by incurring Rs 41.72 lakh and also reported by the Member Secretary, DWSC, Khonsa, to the higher authorities, was questionable.

 

 

Arunachal need better roads, says Governor

ITANAGAR, Jul 23: The Governor of Arunachal Pradesh JP Rajkhowa has called for quality and durable roads in the state.

He said this while chairing a high-level meeting to review the road communication in the state at Raj Bhawan today.

Speaking on the occasion, the Governor said that the State of Arunachal Pradesh has huge potential to prosper in tourism and horticulture sectors but due to bad roads, the State has been neither able to fully harness it’s potential in tourism nor economically benefit from its horticultural produces.

Sharing his recent experiences of travelling by road from Guwahati to Itanagar through Hollongi and Gumto and Itanagar-Potin-Ziro, the Governor said that roads are not good and have lots of potholes. There is no drainage system, which adds to its perpetual damage.

Referring to recent road blockage, particularly at Karsingsa, the Governor advised the executing agencies to consult the Central Road Institute, Pune or technical institutes like North Eastern Regional Institute of Science and Technology, Nirjuli and Indian Institute of Technology, Guwahati to address the perennial challenges. He suggested for an alternate road or a flyover over the sinking zone.

The Governor also expressed his displeasure on the condition of Capital roads. He advised use of latest machines and technologies and suggested that a high-level task force may be formed to address the road conditions. Advising on the bottlenecks in implementation of road projects, the Governor called for concerted effort of the local public, executing agencies and State and Central Governments. He also suggested that the maintenance cost for fixed duration in the cost of road projects must be included to sort out the issue of maintenance of roads.

Governor informed that he had already taken up with the President of India, Prime Minister and concerned Union Ministers for special consideration on low population based road projects including Pradhan Mantri Gramin Sadak Yojana and construction of bridges of more than 75 meters by the State Department.

State PWD Minister Gojen Gadi appraised that the State Government is committed to provide good roads. He said that Chief Minister Nabam Tuki has already instructed him to take all measures to redress the problems of road communication. PWD minister further informed that a bridge has been proposed avoiding the sinking zone in Karsingsa block point.  The PWD minister assured to immediately take up the road in Capital Complex, VKV Chimpu road, Itanagar-Poma road, Gumto Road and Ziro-Potin road. He also assured that seventy percent of the sector roads in the State Capital will be completed within this financial year.

Participating in the discussion, the senior officials of State PWD and RWD, BRO and MoRTH and NHIDCL informed the challenges in road project implementation including short working season, shortfall of labour availability, law and order issue, land acquisition and forest clearance issues. The BRO officials informed that the district administration and forest department are very prompt and helpful but they face problem in collection of aggregates. They also suggested for review of central government expenditure norms for the State owing to the different working season.

Secretary to Governor Shurbir Singh, Principal Secretary, Public Works Department (PWD) Satya Gopal, Er. T.H. Tayung, Secretary, Rural Works Department (RWD), Chief Engineers of State PWD, Highways and RWD, Chief Engineers of Border Road Organisation projects, Arunank, Vartak, Udayak and Brahmank and representatives of Ministry of Road Transport and Highways, and representative of National Highways and Infrastructure Development Corporation also took part in the discussion.

 

 

One dies, 15 detected with

JE at Dollungmukh

ITANAGAR, Jul 23: A boy reportedly died of Japanese Encephalitis and 15 more people were detected with JE in Dollungmukh area of Lower Subansiri district. This was informed by All Lower Subansiri District Students Union in a release. Informing the spread of JE, the Union sought the health department to take immediate steps to contain it from claiming more lives.

Meanwhile, a source from the health department has confirmed only two cases of JE from Dollungmukh as per the test conducted at the State Hospital laboratory. However, the department did not rule out possible detection of more cases from Dollungmukh area. Epidemiologist Dr. Lobsang Jampa informed this daily that an action team will be soon dispatched to Dollungmukh to oversee the situation.

Meanwhile, health officials informed that a team has been dispatched to Pakke Kessang to ascertain the reported outbreak of Dengue.

 

 

Pasighat flood protection under CAG scrutiny

ITANAGAR, Jul 23: The Controller and Auditor General in its report have said Pasighat flood protection was not carried out as per specification.  As a consequence, the anti-erosion work executed may not last long and there is risk of flooding of the low lying area in the Township which could cause loss of life and damage to properties.

With the objective to protect Pasighat Township and adjoining villages, which were threatened annually by the recurrent floods of the Sibo Korong, the work Anti Erosion on Sibo Korong River to protect Boying, Yapgo, Mirbuk, Diking, Mirku Villages, Pasighat Township and adjoining agricultural land areas’ (Length 2280 mtr.; Estimated Cost: Rs 749.56 lakh under Flood Management Programme (FMR) was administratively sanctioned (March 2010) by the Government of Arunachal Pradesh.

Scrutiny (September 2014) of records of the Executive Engineer, WRD, Pasighat Division, revealed that as per Progress Report for March 2011, the work was completed after incurring a total expenditure of Rs 749.56 lakh. From the further scrutiny it was noticed in audit that the work was not executed as per estimated provisions. 8 SWG Sausage Wire utilised was much less than the quantity required as per estimate. The Department utilised only 25,670 Sheets against the requirement of 48,185 Sheets.

Against the requirement of 6,156 Sheets of Sausage Wire for construction of Boulder Crated Toe Cage, 6,538 sheets were utilised. Whereas, in the case of Boulder Crated Apron and Boulder Pitching, only 19,132 Sheets of Sausage Wire were utilised against the requirement of 42,028.20 Sheets, resulting in less utilization of 22,896.20 Sheets, valued at Rs 154.47 lakh, calculated at the procurement rate of Rs 674.65 per Sheet. Thus, due to less utilisation of sausage wire in the main components of the anti-erosion work (i.e., Apron and Pitching), the stabilization of river bank could not be achieved to the best possible extent. Out of the total sanctioned cost, an amount of Rs 674.60 lakh was funded by Government of India and the remaining amount was borne by the State Government.

The matter was reported to the Government in October 2014 and their reply was awaited as on March 2015.

 

 

APCF submits 7 points memo to govt

ITANAGAR, Jul 23: Arunachal Pradesh College Forum has submitted a seven point memorandum to Education Minister of Arunachal Pradesh including recruitment of Assistant Professors in the newly established government colleges of Arunachal Pradesh of Doimukh, Seppa, Nyapin, Yachuli and Daporijo.  

They further called for introduction of honours course for subjects like Political Science, History, Economics, Hindi and English in the five Govt colleges as well as sanction of adequate fund for the infrastructures development.

It also called for funds for Government Women College Lekhi and release of stipends for students.  It further said that the government polytechnic colleges of Namsai, Roing, Dirang, Laying and Basar are facing shortage of teaching faculties, infrastructures and ministerial staffs which needs to be addressed.

The students also called for conversion of Dera Natung Government College Itanagar into a model college.

 

 

Community support crucial for TAH execution

ITANAGAR, Jul 23: Former US President John F Kennedy once said, “America is having good roads not because America is rich; but America is rich because it has good roads.” Today Arunachal is facing serious problem due to poor road connectivity. Unfortunately for the state, majority of road projects have not taken off properly due to varying reasons with compensation issue being the ‘prime culprit’. Battling the inflated compensation claim in various major infrastructure projects, the Government of Arunachal recently decided to set up a committee to study compensation issue along Potin-Pangin segment under Trans-Arunachal highway (TAH) project.  Large part of work in 407 KM Potin to Pangin section has not been able to start till now due to the problems arising out of compensation claims. Likewise majority of highway projects in Western Arunachal are mired in compensation controversy.

Surprisingly, it is the citizens of trouble-torn districts of Tirap, Changlang and Longding which is showing way to the rest of Arunachal on how to support the infrastructure projects. Often in the news for insurgency related problems, the people of three districts have set an example by strongly supporting the road infrastructure projects including Trans-Arunachal highway and national highway. In April this year, Union Minister for Road, Transport and Highway Nitin Gadkari inaugurated NH 315 (Jairampur to Pangsau Pass). This project was started in September 2009 and completed in March 2015. “No compensation estimate was prepared for the said project but the department put up some lump sum provisions which ministry readily agreed and funds were later utilised in shifting of utilities,” shared an official of PWD (Highway eastern zone).

While TAH project in Western Arunachal is facing compensation crisis, situation is just opposite in Eastern region. The compensation package for Mahadevpur to Buri Dihing (NH 52 B now renamed as NH 215) has been completed without much trouble. Compensation has been fixed as Changlang district, Public - Rs. 5.15 Crore, Power Dept - 1.07 Cr and Lohit district, Public - Rs. 3.83 Crore, Power Dept - 0.57 Cr. The figure is quite less in comparison to the compensation claims of Western Arunachal.  Similar things happened for the distribution of compensation for another package of NH 52B (now NH 512) from Buri Dehing to Lalpul under Changlang district. “It may be noted here that this hassle free land acquisition process could be completed as department prepared a realistic ground compensation estimate. The district administration in both the district had given tremendous support & keen interest for ground verification under leadership of Chanchal Yadav and R. K Sharma, DC Changlang and Namsai respectively. There were some small disputes over the ownership/boundary of lands but that were among the owners and those cases had been amicably settled down by the administration and local social bodies,” added the highway official.

Besides compensation issue, there are other factors too which is halting the progress of work under Trans Arunachal Highway. The road construction agencies allege that right from citizen to government agencies nobody cooperates. “Even after the tender is being floated and latter of allowance (L.A) given to construction agency, the land acquisition process is not done which delays handing over of land and therefore delay the whole project. Further to make matters worse, we only get four months of working period due to invariable topography and massive rainfall throughout the year,” said an official of the construction agency currently engaged in Trans Arunachal Highway work. He also added that preparation of DPR through Google based survey without proper physical spot verification is not good for the state of Arunachal. “Even after final preparation of DPR by the centre, there is an alignment change due to uneven and typical hilly terrains. All this is happening due to acceptance of survey prepared based on Google map which is not accurate,” the official continued. Further he informed that local issues create the biggest obstacle in road construction work.

“Land owners, forest owners, quarry owners and local clan based group obstruct work and create hindrance even for petty reasons. Due to lack of specific, definite and appropriate land laws every tribal individual claims every forest area, hills, quarry, river bank as their ancestral property or their clan based property due to which they create trouble for the road construction agencies,” said the official. Further he alleged that, “Various organisations, student unions, association and political parties keep on asking for donation, financial assistance, help etc which also hamper the speedy progress of work.” Few years ago while talking to this journalist, an official of SRK company told me that working in hostile African countries are more easy than operating in Arunachal. One can gauge from this statement, how difficult it is to carry out developmental work in the state.

 

 

Guide Kempi Pakam to represent India

SEPPA, Jul 23: Bharat Scouts & Guides (BSG) state headquarters leader trainer (Guide) ASTC Kempi Pakam has been selected by the National Headquarters BSG, New Delhi to represent India in the 23rd World Scouts Jamboree to be held at Yamaguchi in Japan from July 28th to August 8th next.  Pakam, who has been selected as International Service Team Member (IST), will represent India in world Scouts Jamboree is also the first Arunachalee to become a leader trainer (Guide), which is the highest training certificate in Bharat Scouts & Guides.

She will leave for Japan on July 24 next, informed a release.

 

 

Meeting for Intensified Diarrhoea Control Fortnight

YUPIA, July 23: A one-day district level Steering Committee Meeting cum Orientation programme on Intensified Diarrhoea Control Fortnight (IDCF)  was held here  today  to discuss the strategies and other issues for smooth conduct of forthcoming IDCF which is going to be launched from 27th July to 8th August in the district.

While addressing the gathering, DC Tai Kaye, who also presided over the meeting, said that timely prevention and preparation is always better to thwart outbreak of any kind of epidemic. Though he maintained that so far no major epidemic like situation occurred in the district, the DC urged upon the medical fraternity of the district to take up the programme with missionary zeal and to put their best to cover most remote areas like Kakoi, Tarasso in the district under the programme. Fund constraints should not be the hindrance, he said adding that more preventing measures must be taken up at grass root level with the help of NGOs, PRI members. He also exhorted one and all to work in a team spirit to make the IDCF campaign a grand success.

Papum Pare District Medical Officer Dr. S. Ronya said that main objective of the fortnight campaign is to sensitize the people on prevention of Diarrhoea. He further said that in India every year 2 lakhs children die due to Diarrhoea and IDCF is Govt of India initiative to control and prevent death from Diarrhoea. DMO also informed the medical officers and staffs to get ready for sickle cell anemia surveillance programme and requested DDSE and DD(ICDS) to instruct their CDPOs, supervisors and teachers to cooperate with the health department during the programme.

CMS, ASH Dr. Raina suggested the DHS to chalk out plan properly before launching such crucial programme. The CMS also informed that ASH is well-equipped for dengue test and he asked the doctors to immediately refer the cases of dengue suspects for early detection to ASH. Dr. T. Raju, DANO, Yupia also pointed out five key messages to be disseminated to public like hand-washing technique, exclusive breast feeding, complimentary feeding, sanitation and safe drinking water.

Meanwhile, Tatung Tayang, DVBDPO Papum Pare also informed that an intensive awareness programme on Dengue and JE will be carried out in all PHC, CHC and Sub Centers in the district shortly.

Earlier, DRCHO cum CEO, DHS Yupia Dr. J.Ado presented the overview of IDCF/IYCF programme and explained the key message to generate awareness for the optimal practices to be used during IDCF with a goal to achieve zero childhood death due to Diarrhoea.

Rebia calls for protection of flora and fauna

YUPIA, Jul 23: Arunachal Pradesh Legislative Assembly Speaker Nabam Rebia yesterday visited Karsingsa ME school and took part in a plantation drive conducted in the school and Banderdewa CO office premises.

After inspection of school infrastructures, Rebia announced to provide 50 pairs of benches and desks for Karsingsa ME school. Addressing the students and teachers, he highlighted on basic role of Vana Mahotsava and importance of the maintaining discipline in student life.  

While interacting with the teachers and students of Dobam ME School, Rebia also announced to provide 25 pairs of benches and desks.

Later addressing a public meeting at Govt. Sec. School, Banderdewa, Rebia urged upon one and all to preserve and protect flora & fauna by protecting catchments area of water sources with prohibitory order on construction of toilet over running river water and open defecation.

He urged upon teachers to impart quality education and imbibe sense of discipline and hardworking among students to face competitive world. He called upon the teacher and students to take care of the planted tree. “Each student should plant tree and keep one’s village surrounding neat and clean for which specific budget support will be made under MP & MLALAD fund for plant protection separately,” he said.

Tree plantation programme was organised by the Forest and Environment Department to mark the 66th Vana Mahotsava month. They also organised essay writing competitions for school children on global warming, preservation of wildlife and gave away the prizes to the winners. Rebia was accompanied, among others, by Govt officers including CCF, DC Yupia Tai Kaye, Capital DC Mige Kamki, SP P.N Khrimey, DDSE T.T Tara, DFO Neelam Nido. DIPRO

Extend support to education sector

Both government as well as citizens of Arunachal is miserably failing to support the education sector. Even though everyone values the important role education play in the development of state but in practical everybody seems to working against it. As per report in local media, Comptroller and Auditor General of India (CAG) has criticized education department for its failure in implementation of the Mid-Day Meal (MDM) scheme in the state. This report shows how education department is playing with the future of state.

MDM scheme was basically launched in the country to attract more children to the school. Many poor children who don’t get proper meal at home and who don’t attend schools, gets attracted by mid-day meal and subsequently starts going to school. It is unfortunate that education department is not properly implementing this important scheme. Another report which shows anti-education attitude of our people is the claim made by All Kimin Students Union that various government schools under Kimin areas are being encroached upon by private individuals. In the past also such kind of report has been reported from various parts of state. It is a tragedy that people of Arunachal is encroaching upon the school land. These lands will be needed for the future expansion. People should strongly desist from such illegal activities.

Fake institutes

Dear Editor,

Through your esteemed daily, I would like to get the attention of my dear fellow brothers and sisters of Arunachal Pradesh regarding the faulty promises of some fake institute.  

For example; NEIMS Institute of Jorhat.  These fake institutes are eagerly waiting to rob the innocent students and parents alike of our state by luring them with their promising advertisement and coun-selling with advance seat booking system. Therefore, it is my sincere appeal to your esteem daily not to advertise on behalf of such unauthentic institutes in future so that our innocent newly graduate and under-graduate may not fall prey to such money thirsty institute!

The hide and seek

Dear Editor,

It’s been a week I have been running away from my home.  I am not a prodigal son and I ask you not to think of me like that. Electricity is the one to blame.

Around 7-8 PM, there’s no electricity and the fans in my home goes to coma.  But with some miracle, it starts running at 8 AM.

“Current agaya”, Praise the lord, Hare Ram Hare Krishna, Jai Shiv Shankar is all I hear.

As soon as 10:30 AM reaches the game of hide and seek starts.

At around 7-8 PM, I feel like I have reached the most remote place of Arunachal Pradesh with no current till my clock gets exhausted and ring the alarm at around 8 AM.

You dont want to hear how I spend the night?

My room turns into an oven.  It’s been two weeks, I have been roasting at night in my room without electricity. Then again, I run to the common room opening the gateway to hell and the mosquitoes comes running.  They feast and get drunk on my blood. When I find no place to go around my home I have to search for the colony where there is electricity.

Welcome to the jungle

Dear Editor,

The tendency to run away from personal responsibility is widespread in all cultures. To say “You are responsible for my problems” is a most convenient lie. So now, if I say we the people of Kimin are experiencing the heights of load shedding and blackouts that is and is a great lie, because the Government had sanctioned in tune to millions for a backup electricity line but what have we done with that?

Some people go even beyond that. They think if they do not find scapegoats, their plights will be precarious. Blame shifting is a fascinating game. Whenever there is no electricity at Kimin, the obvious and always the same answer from the powerhouse “line upar se gaya hai” I just love that that person who says, I am not to be blamed for the problems.

I believe that person without questioning when he says that someone else is responsible for the problems. If that person appears to be an expert in matters with the mind, I have no reason to distrust him.

There are certain things I think I know. I know what happens to heavy weights? All heavy things go downward. Heavy things sink down till it reaches the bottom. That is a terrible feeling. Have we ever felt that? Our life becoming heavily laden with burdens of our own creation? A continuous feeling of sinking down! Tell you what! It’s not a great feeling to have. Look around and see where this life at Kimin is taking us in this age of 4G and Iphone! No matter how many times or how much I write the fact remains welcome to the jungle!

Release SSA salaries

Dear Editor,

With reference to the news item published on 23rd June in your daily under the headline ‘Salaries released, contractors paid’, I would like to ask the education department on the delay of releasing the salaries of SSA teacher. It’s been one month from the date of the news report published but till now salaries have not been released.

Every time, the department blames the state government for delay in releasing funds but this time when the state government released the funds, why is the department delaying in releasing the salaries?

Was that news report only a mere press release or has the funds been diverted for other purpose by the department?

Therefore, I sincerely appeal to the department concerned to disburse our long pending salaries as soon as possible.
